Our Institution
Parliamentary Structure
The Landtag of Liechtenstein is a unicameral legislative body consisting of 25 members who serve four-year terms. Members are elected through an open-list proportional representation system.
The parliament is divided into two electoral constituencies: Oberland (15 seats) and Unterland (10 seats), with each constituency having an 8% electoral threshold for parties to enter the Landtag.
Legislative Function
As a "working Parliament," the Landtag deliberates, creates, and passes laws in plenary sessions. Most of the legislative work happens in full assembly rather than in committees, though committees may be formed for preliminary discussions.
The Landtag plays a crucial role in shaping Liechtenstein's legal framework and policies, ensuring that legislation reflects the needs and interests of the principality's citizens.
Government Oversight
The Landtag exercises important oversight functions over the government, ensuring transparency and accountability. It reviews government activities, monitors policy implementation, and can question government officials.
This supervisory role is essential to maintaining the system of checks and balances in Liechtenstein's constitutional monarchy and democratic government.
Budgetary Authority
One of the Landtag's most significant responsibilities is approving the state budget. It reviews fiscal proposals, examines financial plans, and makes decisions regarding public expenditures and revenue.
Through this budgetary authority, the parliament influences economic policy and ensures that public funds are allocated responsibly and in accordance with national priorities.
Citizen Representation
The members of the Landtag represent the diverse interests of Liechtenstein's citizens. As part-time parliamentarians who maintain regular employment alongside their political duties, they bring practical perspectives to their legislative work.
Parliamentary groups (party factions) within the Landtag help coordinate opinions and policy positions, facilitating organized debate and decision-making.
International Relations
The Landtag plays an important role in Liechtenstein's international affairs. It ratifies international treaties and agreements, and participates in interparliamentary relations with other countries.
Through these activities, the parliament contributes to Liechtenstein's position within the European and global community, addressing shared challenges and pursuing common objectives.
